Raw is not the absence of cooking so much as a different kind of control: it depends on absolute freshness, on cold, or on acid. Coastal Japan built sashimi on the first, Arctic and steppe traditions on the second, and the Peruvian coast on the third, where citrus and chili firm raw fish into ceviche. Each is a local answer to the same risk.
