A fortune cookie is a thin, crisp, sweet wafer folded around a strip of paper bearing a prediction, maxim, joke, or set of numbers. It became an emblematic conclusion to Chinese-American restaurant meals, but its documented ancestry points strongly toward Japanese confectionery. Japanese crackers known as tsujiura senbei carried paper fortunes before the American version appeared. Late nineteenth-century Japanese imagery depicts similarly folded crackers, while bakeries near Kyoto have maintained related forms. These precedents establish a tradition, not a simple, proven line to one California inventor.

In early twentieth-century California, Japanese-American confectioners made fortune-bearing cookies for restaurants and public attractions. San Francisco tradition credits Makoto Hagiwara, associated with the Japanese Tea Garden, while a competing Los Angeles claim names David Jung of the Hong Kong Noodle Company. Neither attribution securely fixes a first invention, and 1910 is better treated as an approximate emergence date than a documented birthday. Business histories and later testimony support production in California, but the earliest transactions and recipes remain incomplete.

The working principle is simple and unforgiving. A fluid batter of wheat flour, sugar, water, and fat—often with egg or flavorings—spreads into a thin round and bakes rapidly. The paper is placed on the wafer while it remains hot and flexible. The baker folds the circle in half, then bends it across an edge to make the familiar crescent. Cooling sets the starch and sugar into a brittle shell. Early hand production demanded speed; later machines deposited batter, inserted messages, folded cookies, and greatly increased output.

Earlier Japanese-style examples were generally larger, darker, and more savory than the pale, vanilla-flavored American restaurant cookie. Flavorings associated with Japanese crackers could include sesame or miso, whereas mass-market American recipes emphasized sugar and refined flour. The decisive cultural transformation was not merely a recipe change but a change in identity. During the Second World War, the forced removal and incarceration of Japanese Americans disrupted their businesses and communities. Chinese-American manufacturers and restaurants subsequently became more prominent in producing and serving the cookies, although the history of individual firms is uneven.

By the later twentieth century, mechanized factories distributed individually wrapped fortune cookies far beyond California. They became globally recognizable as “Chinese,” despite being uncommon as a customary restaurant dessert in China itself. The cookie therefore records both creative adaptation and historical erasure: a Japanese-derived confection was remade within Chinese-American restaurant culture under conditions shaped partly by racial exclusion. Its modern fortunes—from aphorisms to lottery numbers—continue to change, while the rapid hot-folding technique remains the essential link between early bakery labor and today’s industrial product.

Historical context

California’s Pacific cities were expanding rapidly: the 1910 census counted roughly 417,000 residents in San Francisco and 319,000 in Los Angeles. Railways and steamships connected their restaurants and food businesses to national and trans-Pacific markets. Asian immigrant communities nevertheless operated under severe discrimination. The Chinese Exclusion Act remained in force, and the 1907–1908 Gentlemen’s Agreement restricted Japanese labor migration. Restaurants, tea gardens, and small confectionery businesses offered immigrants both livelihoods and public spaces in which foods could be adapted for American customers.
