Reconstruction
Garum was not one fixed recipe but part of a family of salty fermented fish products known across the Greek and Roman Mediterranean. Greek writers used the term garos before Rome became the dominant Mediterranean power, while Roman sources later discussed garum, liquamen, muria, and allec. The meanings of these names shifted and sometimes overlapped. Consequently, claims that garum was always made exclusively from fish blood or entrails are too simple, although particular high-status varieties may indeed have used selected organs, blood, or especially prized fish.
The basic process exploited salt, fish enzymes, and time. Small whole fish, fish pieces, or viscera were layered or mixed with substantial quantities of salt in jars or masonry vats. During warm maturation, enzymes broke down the tissues and produced a protein-rich liquid. Producers stirred or otherwise managed some batches, then strained or decanted the clear sauce. The remaining paste could be sold as allec, a cheaper product rather than mere waste. Later written recipes illuminate possible techniques, but they cannot automatically be applied to every earlier workshop or region.
Production ranged from household batches to large coastal installations. Archaeologists have identified salting vats, processing areas, fish remains, and amphorae associated with fish products in Italy, Iberia, North Africa, the Black Sea region, and elsewhere. Painted inscriptions and stamps on transport containers sometimes named products, grades, fish, merchants, or producers. These containers demonstrate long-distance commerce, although an amphora’s contents cannot always be identified without an inscription, residue evidence, or an appropriate archaeological context. Coastal access supplied fish, while saltworks and shipping networks made industrial output possible.
At table, fish sauce supplied both salt and umami-rich savor. Roman culinary texts combine liquamen or related sauces with meat, fish, legumes, vegetables, eggs, herbs, wine, vinegar, oil, and sweet ingredients. Quality and price varied: celebrated named products could function as luxuries, whereas ordinary sauces seasoned everyday foods. Consumption was therefore socially broad, even if access to particular grades reflected wealth and commercial connections.
Garum matters because it joined preservation, manufacturing, branding, and interregional trade in a single food system. It converted highly perishable catches into concentrated products that could travel in amphorae and flavor staple ingredients far inland. Italian colatura di alici and several other Mediterranean fermented fish products preserve related principles, though an uninterrupted line from any particular Roman recipe is not always demonstrable. Southeast and East Asian fish sauces offer close technological comparisons, but they developed within their own histories rather than as proven descendants of Roman garum.

Historical context
Rome was a growing republican power in Italy, while the eastern Mediterranean was divided among Hellenistic kingdoms formed after Alexander the Great’s conquests. Greek and Punic merchants already moved wine, oil, grain, salted fish, and ceramics over long sea routes in amphorae. Coastal communities had extensive experience preserving seasonal fish catches with salt. The monumental fish-sauce factories and exceptionally rich commercial evidence commonly associated with the Roman Empire belong mainly to later centuries, when urban growth, military supply, and Mediterranean shipping greatly expanded the market.
