Nori is the Japanese name now most closely associated with thin sheets made from edible red algae, especially cultivated species of Pyropia, formerly classified within Porphyra. The familiar product is crisp, dark green to nearly black, and strongly savory. It may be wrapped around sushi rolls and rice balls, cut into strips, crumbled over noodles, or eaten as a seasoned snack. That standardized sheet, however, is the result of a much longer history of gathering, preservation, craft processing, and aquaculture.

The Taihō legal code promulgated in 701 is traditionally cited as evidence that nori or a closely related named seaweed was recognized among marine products used for taxation or tribute. Because much of the original code is lost and known through later legal transmission, this is better treated as an early textual milestone than as proof that modern sheet nori already existed. The term and its historical compounds may also have referred to edible laver more broadly. Coastal communities could collect naturally growing algae from rocks, pilings, or shallow waters, then consume it fresh or preserve it by drying. The precise form served in the eighth century is not securely described.

The transformation most relevant to modern nori occurred many centuries later around Edo Bay. By the Edo period, producers adapted techniques resembling Japanese papermaking: harvested seaweed was washed, chopped into a pulp-like suspension, poured across framed screens, pressed or drained, and dried into thin rectangular sheets. This process produced a more regular and portable food than loose dried algae. Sheet nori became particularly compatible with rice foods, including wrapped rice balls and forms of rolled sushi, although claims for a single inventor or exact moment of origin are uncertain.

Cultivation gradually replaced dependence on unpredictable wild harvests. Farmers set branches, nets, or other supports in tidal water so spores and growing blades could attach. Modern nori farming was transformed after the red alga’s previously obscure life cycle was clarified in the twentieth century. Controlled seeding, improved nets, freezing of seeded material, mechanical harvesting, washing, forming, drying, and roasting made production more reliable and greatly increased scale. These methods also changed labor while tying quality to coastal water conditions and careful disease management.

Today, plain yaki-nori is commonly roasted without added oil, while ajitsuke-nori may contain soy-based seasoning, sugar, salt, or flavorings. Products therefore differ nutritionally and culturally from unseasoned sheets. Yet their defining principle remains continuous with the Edo craft: fragile marine leaves are consolidated into a durable, portionable sheet. Nori’s route from taxed coastal resource to globally recognized sushi wrapper shows how state demand, artisanal processing, urban food culture, and biological knowledge can successively remake one preserved food.

Historical context

Japan was consolidating a centralized state modeled partly on institutions and legal practices adopted from Tang China. The Taihō system organized ranks, land, households, taxation, and provincial obligations, while the imperial court was still based at Fujiwara-kyō; the permanent capital at Nara followed in 710. Most people lived by agriculture, but taxes and tribute also drew textiles, salt, fish, shellfish, and sea plants from regional environments into official networks. Coastal products could travel inland dried or otherwise preserved, linking maritime subsistence to the expanding administrative state.
