Avian Influenza Drives Mass Poultry Culling

Reconstruction

In 1997, Hong Kong became the setting for the first documented outbreak of avian influenza A(H5N1) causing serious human disease. Eighteen confirmed patients were identified and six died. Epidemiological investigation associated most infections with exposure to live chickens or poultry-market environments rather than sustained person-to-person transmission. The human cases coincided with highly pathogenic disease in chickens, bringing veterinary surveillance, hospital laboratories, food markets and pandemic planning into a single emergency.

On December 28, after H5 virus was detected at a chicken farm and poultry died at a wholesale market, the government ordered the destruction of chickens on farms and of poultry held in wholesale and retail premises. Contemporary accounts differ slightly on the total, commonly giving approximately 1.5–1.6 million chickens. Imports were stopped, markets were emptied and cleaned, and disinfected carcasses were transported to landfills rather than sold as food. Live poultry therefore disappeared temporarily from a food culture in which many consumers valued freshly slaughtered birds. Authorities emphasized that properly cooked poultry was safe; the immediate problem was contact with infected living birds and contaminated market environments, not ordinary consumption of thoroughly cooked meat.

Spot something wrong in this reconstruction?

No further human H5N1 cases were detected immediately after the cull. The sequence supports the conclusion that removing poultry sharply reduced exposure, although the counterfactual claim that culling alone prevented a pandemic cannot be proved. Hong Kong subsequently constructed a layered control system rather than relying only on emergency slaughter. Measures included surveillance at farms, borders and markets; restrictions separating waterfowl and quail from other poultry; market rest days requiring depopulation, cleaning and disinfection; poultry vaccination; and, from 2008, a ban on keeping live poultry in retail markets overnight. Surveillance research found a large decline in H9N2 virus isolation after the overnight-storage ban, used as evidence that interrupting market carryover reduces viral amplification.

The food consequences extended beyond birds destroyed during an outbreak. Farmers and vendors lost stock and income, governments faced compensation and disposal costs, imports and trade could be suspended, and consumers encountered reduced poultry-meat or egg supplies. In Hong Kong, chilled and frozen chicken gained ground as live-poultry sales declined, although preference for freshly slaughtered chicken persisted. Chilled duck and goose also became important after live waterfowl were removed from ordinary retail markets.

Hong Kong’s response became an influential example of One Health practice: human diagnosis, animal surveillance, market regulation and food-chain controls operating together. Mass culling remains a standard containment tool, but its economic, welfare and food-security costs have increased debate over vaccination and preventive biosecurity. The historical process did not end in 2025; official reports documented continuing global HPAI outbreaks in 2026.

Historical context

Hong Kong was a densely urbanized trading territory of about 6.5 million people. On July 1, 1997, it became a Special Administrative Region of China after 156 years of British administration. Its farms, import channels, wholesale depots and hundreds of retail poultry stalls connected nearby producing areas with urban consumers who often preferred freshly slaughtered birds. The approximately 1.5–1.6 million chickens destroyed in December amounted to roughly one bird for every four residents. Globally, poultry production was expanding rapidly as inexpensive chicken meat and eggs became increasingly important to industrial food systems.
