Bengal Famine

In 1943, famine engulfed the Bengal province of British India, encompassing present-day Bangladesh and the Indian state of West Bengal. Contemporary and later estimates differ, but approximately 1.5 to 3 million people died from starvation and diseases intensified by malnutrition. The catastrophe developed during the Second World War, when Bengal was a military base near the Japanese-held frontier in Burma and its food economy was already under extraordinary pressure.

Rice was the indispensable staple. Most annual supplies came from the winter-harvested aman crop, and the late-1942 harvest was damaged by unfavorable weather, an October cyclone and tidal flooding, and crop disease. Scholars dispute the size and causal importance of this production shortfall. What is clear is that it struck an unstable market: Japanese occupation had ended Burmese rice imports, wartime expenditure had expanded demand and inflation, provincial trade barriers impeded grain movement, and fear encouraged stockholding and speculative purchasing. Rice prices eventually reached five or six times their early-1942 level.

Colonial measures compounded these shocks. Under the coastal “denial” policy, authorities removed rice considered surplus and requisitioned or destroyed many larger country boats to prevent their use by a Japanese invasion force. Because boats moved grain, fish, workers, and other goods through Bengal’s delta, the policy disrupted transport and damaged fishing and boatmen’s livelihoods. Priority workers in Calcutta’s war industries received subsidized supplies, while agricultural laborers, fishermen, transport workers, paddy huskers, and rural artisans often saw neither wages nor earnings keep pace with food prices. Grain existed elsewhere in India, but fragmented markets, transport constraints, delayed imports, and weak public procurement prevented adequate, timely redistribution.

Families reduced meals and sold possessions, livestock, or land before becoming destitute. Rice became unattainable rather than universally absent. From August 1943, government and charitable kitchens distributed thin gruel. An official inquiry recorded mixtures dominated by millet; Calcutta kitchens used approximately equal amounts of rice, bajra, jowar, and dal, sometimes with vegetables, spices, or sugar. These unfamiliar grains were often disliked and were issued in quantities too small to restore severely malnourished people. By early November, 6,625 kitchens were reportedly feeding about 2.1 million people daily, yet effective relief had begun dangerously late.

Mortality continued into 1944 as malaria, cholera, dysentery, and other infections swept weakened and displaced populations. The famine became central to Amartya Sen’s influential theory of entitlement failure, although later scholarship has restored greater weight to physical shortage and environmental damage. The strongest interpretation combines both: a real but contested supply shock became mass famine through inflation, unequal access, wartime priorities, administrative failure, and delayed relief. Calcutta introduced statutory rationing on January 31, 1944. More broadly, the disaster accelerated India’s turn toward procurement, price control, grain storage, rationing, and public food distribution—institutions intended to prevent market scarcity from again becoming mass starvation.

Historical context

Bengal was a densely settled, overwhelmingly rural province of about 60.3 million people, while Calcutta served as a major port, industrial center, and Allied military base. Rangoon had fallen to Japan in March 1942, severing established rice trade across the Bay of Bengal and placing Bengal near an active war front. Japanese aircraft bombed Calcutta in December 1942. India’s Quit India movement and the colonial crackdown were simultaneously straining politics and administration. Much of rural Bengal depended on monsoon rice cultivation and a river-and-canal transport network rather than all-weather roads. The province’s approximately 3.7 million urban residents formed only a small fraction of its population, helping explain why urban supply protection could coexist with extreme and less visible rural hunger.
