Reconstruction
Known as the Chalisa, or famine of the “fortieth,” the crisis took its name from Vikram Samvat 1840, corresponding principally to 1783–1784 CE. It followed successive dry seasons and an acute interruption of rainfall in 1783. Contemporary and near-contemporary reports traced severe scarcity from the Punjab and Delhi region through the Ganga–Yamuna Doab toward Banaras, while later gazetteers also recorded devastation in Haryana and adjoining territories. The affected area was politically fragmented rather than governed by a single administration.
Failed or badly diminished harvests removed the grains on which most households depended. In the plains around Delhi and the Doab, ordinary cultivation included wheat, barley, chickpeas or gram, and drought-tolerant millets. A report quoting Warren Hastings in June 1784 identified barley and nuhoot, generally understood as chickpeas, as principal foods of poorer people around Lucknow. Their continued high prices show that scarcity persisted even as conditions began to improve. The records rarely identify finished dishes. Barley and pulses could have been milled, boiled, or combined in simple meals, but assigning a particular famine recipe would be reconstruction rather than direct evidence.
Survival narrowed diets far beyond customary staples. Nineteenth-century Punjab accounts, based partly on memories transmitted by survivors, state that people ate acacia and cotton seeds. These reports are credible evidence of emergency-food use, although they do not reliably document processing methods or quantities. Livestock died, were sold, or were consumed, reducing milk, traction, manure, and the capacity to resume cultivation. Hunger also drove migration toward Awadh and other districts thought to retain food. Roads and receiving communities consequently became part of the crisis, while theft, grain-market violence, disease, and abandoned villages followed severe deprivation.
Relief was uneven. In East India Company territories bordering the worst-affected regions, officials created a committee to supervise grain prices, distribution, storage, hoarding, and exports. These measures did not amount to comprehensive relief across the famine zone, much of which lay beyond Company authority. Revenue pressure continued in Bengal during the wider scarcity, but evidence does not justify treating one uniform fiscal or military policy as the cause everywhere.
No secure mortality total can be isolated for the Chalisa famine. Frequently repeated multimillion estimates combine uncertain reports from several regions and sometimes adjacent famines. The firmer conclusion is extensive death, migration, livestock loss, depopulation, and abandoned cultivation. The disaster later informed debates about granaries, grain imports, export restrictions, revenue remission, irrigation, and emergency markets. Those debates form a defensible historical connection to modern buffer stocks and drought relief, although present-day systems are not a simple continuation of measures taken in 1783.
Historical context
Northern India was divided among the weakened Mughal court, Awadh, Sikh misls, Maratha interests, Rajput states, and other regional powers. The East India Company had held revenue-collection rights in Bengal, Bihar, and Orissa since 1765 but did not govern most of the Chalisa famine's core territory. Agriculture depended heavily on seasonal rainfall, wells, local storage, animal traction, and two principal crop cycles; railways and rapid mechanized grain transport did not yet exist. Internationally, 1783 also marked the end of the American Revolutionary War and the beginning of the Laki eruption in Iceland, although any specific causal connection between that eruption and the Indian monsoon failure remains uncertain.
