Reconstruction
The Great Famine of 1876–1878 began as successive rainfall failures damaged crops across the dry interior of southern India. The southwest monsoon had already performed poorly in 1875, and failures of the 1876 monsoons produced severe agricultural drought across much of the Deccan. The extraordinary 1877–1878 El Niño and associated ocean conditions prolonged a wider drought affecting Asia, Africa and Brazil. In India, the principal famine districts lay in the Madras and Bombay Presidencies and the princely states of Mysore and Hyderabad, although distress later extended farther north.
The threatened foods differed by region. Administrative reports and contemporary accounts repeatedly list rice, ragi or finger millet, cholam or sorghum, pearl millet and pulses. These were normally boiled into porridge, cooked as grain, or ground into meal, although records reveal prices and ration quantities more clearly than household recipes. Failed harvests emptied local stores and left cultivators without seed. Livestock died or were sold, weakening households that depended on cattle for traction, milk and wealth. Digby’s contemporary account also records the collection of wild plants and vegetables as emergency food, but their availability and safety varied greatly.
Drought alone does not explain the mortality. Grain continued to move through commercial and export markets, while high prices and collapsing rural employment placed it beyond the reach of people who had lost crops, wages, animals or credit. Colonial authorities generally rejected export restrictions and broad price intervention in favor of private trade. Research suggests that trade could buffer national consumption slightly, but offered little short-term protection to people without purchasing power. Land-revenue obligations, indebtedness and uneven tax concessions further reduced resilience, although their enforcement varied between jurisdictions.
Relief included public works, camps, poorhouses, kitchens and limited gratuitous assistance. Able-bodied applicants were often expected to perform hard labor. Officials debated how little food could sustain workers, producing the controversial reduced “Temple wage.” Madras medical authorities subsequently pressed for larger allowances; a March 1877 standard included cereal grain and a small quantity of dal. Implementation remained inconsistent, and some recipients received less than prescribed. Crowding, unsafe water and profound malnutrition helped cholera, dysentery and malaria kill people already weakened by hunger.
The total death toll cannot be fixed precisely because registration was incomplete and famine-related disease complicates attribution. Published estimates span several million deaths, commonly from roughly 5.6 million to more than 9 million. Cultivators, landless laborers, artisans, pastoral households, women and children were all affected, while migration dispersed survivors and sometimes depopulated villages.
The catastrophe prompted the Indian Famine Commission of 1880 and model Famine Codes governing early warning, relief works, wages, rations and gratuitous aid. Later famines showed that codes alone were insufficient, but the underlying principle—that drought must be met through timely food distribution, employment, transport, irrigation and public responsibility—remains central to modern famine prevention.
Historical context
India was governed by the British Crown under Viceroy Lord Lytton. Queen Victoria was proclaimed Empress of India at Delhi on January 1, 1877, while famine mortality was escalating in the south. Railways and telegraphs could transmit grain prices, orders and food over long distances, but market connection did not guarantee that impoverished households could buy food. The crisis formed part of the mult continental Great Drought of 1875–1878, when severe crop failures also struck northern China, Brazil and parts of Africa.
