Reconstruction
In 1942, Henan entered famine after years of warfare had already weakened its farms, markets, transport, and rural households. Rainfall failure sharply reduced the spring wheat and summer crops; hail and locusts inflicted additional local losses. Henan was also a divided front-line province in the war against Japan. Armies consumed grain, transport capacity was reserved for military needs, and Nationalist taxation and requisitioning continued despite the harvest collapse. Officials recognized the emergency slowly, while inflation and abrupt grain-price increases placed remaining food beyond many families’ reach.
Before the crisis, rural diets relied heavily on wheat and coarse grains such as millet and sorghum, alongside maize, barley, sweet potatoes, peanuts, and vegetables. These staples were normally milled or boiled, although household preparation varied and is incompletely documented. Diplomat John S. Service reported that the 1942 harvest in affected areas was only a fraction of normal. Sweet potatoes and peanuts performed somewhat better than many grains, but not well enough to compensate. Grain remained available in some markets and restaurants, demonstrating that famine involved unequal access as well as an absolute production failure.
As stores vanished, households sold possessions, animals, land, and other assets or abandoned their villages. Contemporary observers reported people eating grasses, roots, leaves, and elm bark. Bark and peanut shells were pounded or ground into coarse material intended to fill the stomach, despite offering little usable nourishment and sometimes causing injury. Some people reportedly swallowed clay or other nonfoods. Government and charitable kitchens distributed thin grain congee in numerous counties, but surviving administrative totals are difficult to verify, and shortages, corruption, transport constraints, and inconsistent access limited relief.
Migration became a central survival strategy. Refugees crowded roads and railways toward Shaanxi and other less-affected regions, while those too old, sick, or poor to travel faced the greatest danger. Starvation also increased vulnerability to infectious disease. The death toll remains disputed: Anthony Garnaut’s statistical reconstruction suggests roughly 700,000 deaths, whereas other scholarly accounts have estimated around two million or more. Such differences reflect damaged records, population movement, divided political control, and uncertainty over deaths from hunger-related disease.
The famine damaged Henan’s rural economy, accelerated displacement, and deepened hostility toward authorities that continued extracting grain during catastrophe. It left no single descendant dish. Its enduring food-history significance instead lies in showing how drought becomes famine through war, prices, requisitioning, transport priorities, and unequal entitlement to food. Modern food-security planning similarly distinguishes food existing somewhere from vulnerable people being able to obtain it in time.
Historical context
China had been at war with Japan since 1937. Henan, a province with roughly 30–32 million inhabitants, was divided among Nationalist, Japanese-occupied, and Communist-influenced territories. The Nationalist breaching of the Yellow River dikes in 1938 had already flooded extensive farmland and displaced millions across the lower river region. Railways crossed Henan, but wartime military traffic restricted civilian food movement. The separate Bengal famine unfolded in British India in 1943, illustrating the wider convergence of harvest shocks, inflation, disrupted trade, and wartime priorities across Asia.
