Reconstruction
India’s famine of 1896–1897 began after weak rainfall in 1895 damaged crops in Bundelkhand and the winter rains also failed. The 1896 monsoon then ended abruptly or proved inadequate across a much larger region. Drought spread through the North-Western Provinces and Oudh, the Central Provinces and Berar, parts of Bengal, Bombay, Madras and Punjab, and several princely states. Contemporary administration later calculated that famine conditions affected about 307,000 square miles and nearly 70 million people.
The crisis was experienced through disappearing harvests, rising prices and collapsing purchasing power. Autumn crops and subsequent winter sowing both suffered. District evidence shows considerable local variation: in Bhandara, for example, rice and jowar output was reported at roughly 45 percent of normal. Cultivators lost seed and livestock, labourers lost employment, and artisans and weavers faced hunger when customers stopped buying their work. Fodder and water shortages killed or weakened cattle, reducing the draft power required for later ploughing and prolonging agricultural damage after rain returned.
Households reduced portions, sold possessions and animals, migrated, or turned to less preferred foods. In forested Chotanagpur, mahua flowers, sal seeds, roots, leaves and other wild resources had traditionally provided protection against scarcity. Scholarly interpretation links the severity there partly to deforestation and colonial restrictions on forest access, which reduced access to these fallback foods. Such evidence is regional and should not be treated as a uniform famine diet across India. Elsewhere, millet, sorghum and rice remained central, but became unaffordable or locally unavailable.
Colonial relief followed provincial famine codes. Able-bodied applicants were commonly directed to public works, including roads, railways and irrigation projects, where wages were intended to purchase subsistence grain. Poorhouses, kitchens, village relief and gratuitous assistance served some children, sick people and others deemed unable to work. Officials relied heavily on private grain trade and used work requirements and low wages as tests of genuine need. Railways could move grain toward scarcity districts, but transport alone did not give impoverished households the money or recognized entitlement to obtain it.
Mortality remains disputed. Colonial accounting placed famine deaths near one million, while later demographic and climate syntheses commonly cite approximately five million deaths from hunger and associated disease. Cholera, diarrhoeal illness and malaria were especially destructive among weakened and displaced populations. Bubonic plague appeared in Bombay in September 1896 but was not the principal famine-related killer across most affected regions. The disaster prompted the Famine Commission of 1898 and further revision of relief administration. Its lasting lesson—that drought becomes famine through failures of access, public health and policy—underlies modern reliance on food distribution, employment support, irrigation and buffer stocks rather than rainfall alone.
Historical context
The Indian Empire contained approximately 288 million people according to the 1891 census; the nearly 70 million people exposed to the famine therefore represented close to one-quarter of its population. India was governed through a combination of directly administered British provinces and hundreds of princely states, whose relief capacities differed substantially. Railways, telegraphs and expanding commercial grain markets connected distant regions, yet poverty still prevented many households from buying available food. The famine coincided with the beginning of Bombay’s bubonic-plague epidemic in September 1896 and formed part of a wider drought period lasting from approximately 1895 to 1900.
