Reconstruction
The famine commonly associated with the Sahel drought developed gradually rather than beginning with one failed harvest. Rainfall declined from 1968, and the most severe drought years were 1971–1973. Across Mauritania, Senegal, Mali, Upper Volta—now Burkina Faso—Niger, and Chad, poorly distributed rains reduced millet and sorghum harvests, while diminished river floods, wells, and pasture disrupted farming, herding, and fishing. Conditions varied considerably: the northern pastoral zone generally suffered more severely than wetter areas farther south.
Millet and sorghum supplied the core grain foods, commonly prepared as thick or thin porridges, couscous-like granules, and fermented preparations. Pastoral households also depended on milk and other livestock products, but they were not isolated from grain markets. FAO reported that Nigerien nomads normally obtained an estimated 60 percent of their food from millet purchased or bartered from farmers. Drought therefore attacked both sides of their food system. Animals produced less milk, died, or had to be sold as pasture failed; livestock prices collapsed while cereal prices rose. A family's herd could no longer purchase enough grain.
FAO later estimated livestock losses of roughly 30–40 percent by 1973. In Chad, Mali, Mauritania, Niger, and Upper Volta, the combined cereal deficit for 1972 and 1973 was estimated at 700,000–800,000 tonnes, about one-fifth below the 1969–1971 production average. That regional figure conceals much deeper losses among an estimated five million seriously affected people. Household stores were depleted by successive poor harvests, and some pastoralists and farmers migrated toward towns or entered relief camps.
Imported food aid, including large quantities of sorghum and other cereals, became an essential substitute for lost harvests and purchasing power. Distribution was difficult because many affected communities were dispersed far from ports, railways, and paved roads; trucks, river craft, airlifts, and airdrops were all used. A 1973 survey in Mauritania found acute malnutrition most severe among nomads, with localized vitamin deficiencies, epidemic measles, cholera, and mortality rates reaching several times normal in some surveyed areas. These findings directly document health effects but cannot establish a single mortality total for the entire Sahel.
Rainfall and river flow improved across much of the region in 1974, although hunger, destitution, depleted seed stocks, and lost herds persisted. The crisis prompted seed distribution, grain-storage projects, nutritional surveillance, transport improvements, and herd-rebuilding programs. It also led Sahelian governments to establish CILSS in September 1973 for regional cooperation on drought and food security. Scholarship further argues that colonial and postcolonial policies, unequal market access, restricted pastoral flexibility, and weak services amplified climatic stress; this is a supported historical interpretation, not a consequence measurable from rainfall records alone.
Historical context
Most core Sahelian states had gained independence from France only in 1960, and their governments administered large, sparsely connected territories with limited transport, health, and agricultural services. Contemporary assessments placed roughly 20–25 million people in the principal affected countries, although exposure and hunger were highly uneven. The emergency unfolded during the Cold War and the wider 1972–1974 world food crisis, drawing assistance from Western governments, the European Economic Community, the Soviet Union, China, and international agencies. Upper Volta was the contemporary name of Burkina Faso.

Contemporary FAO evidence generally defines the major drought as 1968–1973 and reports above-normal rainfall and improved flows across much of the Sahel in 1974. The 1974 endpoint is defensible for famine aftermath and recovery, but not as an uninterrupted drought year.
