Tenmei Famine

The Tenmei famine was not a single failed harvest but a prolonged food-system crisis. Poor conditions were evident in 1782, before Mount Asama’s major 1783 eruption. In northeastern Honshu, cold, wet summers, persistent rain, frost and the yamase winds prevented rice from ripening. Floods and further bad seasons prolonged the emergency into the later 1780s. Asama’s eruption devastated settlements and fields near the volcano, damaged irrigation and transport, and spread ash across parts of central Japan, but historians do not treat it as the famine’s sole cause.

Rice was the fiscal foundation of Tokugawa rule as well as a staple and market commodity. When harvests collapsed, prices rose not only for rice but also for barley and millets. Domain boundaries and restrictions on grain movement obstructed redistribution, while taxation and commercial shipments could remove grain from distressed districts. Conditions therefore varied sharply: some domains secured imports or maintained reserves, while communities with exhausted stores and weak relief systems suffered catastrophic mortality.

Local records directly document what hunger meant at the table. In the Hachioji area, people bought tokoro yams and shoro fungi and gathered leaves and grasses. Officials promoted wara-mochi, or straw cakes. Straw was soaked to remove harsh soluble substances, washed, chopped, steamed, dried, roasted and ground. A small amount of rice, wheat, kudzu or bracken-root flour was mixed into the powder before the cakes were steamed or boiled and eaten with salt, miso or soybean flour. Other records describe tree bark and wild plants being processed as emergency extenders. These were desperate substitutes, not nutritionally equivalent replacements for grain.

Spot something wrong in this reconstruction?

Relief rice was sometimes cooked into thin gruel so limited supplies could feed more people. The Tenmei Kyūkōroku from the Sōma area records relief rice, gruel distribution, food searches, prices, official orders, disease and deaths. Coastal experience could differ: historical research indicates that seasonal fish catches helped some northeastern fishing villages survive after terrestrial stores had failed.

Starvation interacted with epidemic disease, displacement and an existing demographic contraction in eastern Japan. Death totals reported by individual domains are often enormous, but nationwide estimates remain uncertain because registration was incomplete and categories such as starvation and disease overlapped. Population histories nevertheless identify the famine as a major demographic shock. Infanticide existed before the crisis; scholarship associates the famine with wider household extinction and changing attitudes toward that practice rather than treating every reported case as a simple direct consequence of hunger.

The crisis also altered policy. The Kansei reforms promoted village grain reserves and poor-relief arrangements, although much of the burden remained local. In Yonezawa, lessons from 1783 eventually informed Katemono, an 1802 guide to dozens of emergency plants, preparation methods and preservation. Its legacy lies less in one surviving recipe than in recognition that food security depends on diversified crops, stored grain, safe processing knowledge, transport and equitable distribution.

Historical context

Tokugawa Japan contained roughly 30 million people, although official counts excluded or incompletely recorded several social groups. Edo had surpassed one million inhabitants and depended on long-distance supplies of rice and other foods. Japan was governed through the shogunate and hundreds of domains, each with its own finances, stores and movement controls. The famine unfolded during the cooler conditions of the Little Ice Age and amid volcanic activity, including Asama’s destructive 1783 eruption. Commercial agriculture and urban markets were highly developed, but centralized nationwide famine relief remained limited.

Preparation method

StrongOfficial instructions and local records give a detailed preparation sequence for straw cakes, including soaking, washing, steaming, drying, roasting, grinding, mixing and recooking. That method should not be generalized to all famine foods.

Geographic attribution

StrongThe most severe and sustained effects are well documented in Tōhoku and eastern Japan, although shortages, high prices and unrest reached other regions. The supplied coordinates represent Sendai and not the famine's full extent.

Historical interpretation

ModerateA combination of cold and wet weather, floods, volcanic damage, depleted reserves and institutional failures is well supported. The relative contribution of each factor varied geographically, and Asama alone cannot explain a crisis already underway in 1782.
