Wollo and Tigray Famine

AD 1972

Reconstruction

Northern Ethiopia entered the 1972 harvest season after several years of irregular rainfall and depleted household reserves. Failure of the main rains and a poor 1972 harvest were followed by the near-collapse of the short belg rains in early 1973. Wollo became the famine’s best-documented center, while neighboring Tigray also experienced severe drought, crop losses, livestock distress, and substantial relief needs. The most intense starvation and mortality in Wollo occurred between June and August 1973. Estimates remain disputed: contemporary and later studies commonly place excess deaths in Wollo between roughly 50,000 and 100,000, while broader estimates for Ethiopia range as high as 200,000.

The crisis removed both food and the means of obtaining it. Barley, wheat, teff, and sorghum harvests were poor in affected districts. These grains ordinarily supplied breads, fermented injera, porridges, roasted foods, and market grain. Pastoralists, particularly Afar communities in the eastern lowlands, depended on cattle, sheep, goats, and camels for milk, meat, and exchange. As pasture and water disappeared, animals weakened or died. Distressed owners sold surviving livestock into glutted markets, receiving too little grain in return. Farmers simultaneously lost plow oxen, reducing their ability to prepare the next crop.

Food did not vanish uniformly across Ethiopia, and scholars disagree over the balance between regional supply collapse and loss of purchasing power. Amartya Sen emphasized the failure of particular groups’ entitlements to food; later analysis found that Wollo also experienced a serious local production decline compounded by transport costs, poverty, unequal assets, and delayed relief. These explanations are complementary rather than mutually exclusive: grain could remain in some markets while destitute households lacked the animals, crops, wages, or cash needed to buy it.

People migrated toward roads, towns, administrative centers, and improvised shelters. Irregular grain distribution began in spring 1973, but organized shelters were overwhelmed and initially lacked adequate food, sanitation, and medical care. Contemporary records mention relief grain, maize, bread, children’s food ingredients, and skim-milk powder. Wild plants were a recognized Ethiopian famine resource, although detailed evidence identifying what Wollo households gathered during this particular emergency is limited.

Officials received warnings but responded slowly, sometimes dismissing or restricting reports of distress. Foreign journalists and relief workers eventually publicized the famine, making it a symbol of imperial inequality and administrative failure. It did not alone overthrow Haile Selassie, but it intensified student, military, and public opposition during the 1974 revolution. The aftermath encouraged centralized relief institutions and early-warning systems, while also leaving households without animals, seed, land, and labor. Its lasting lesson is that famine develops through the interaction of weather, production, markets, infrastructure, inequality, information, and political choice—not drought alone.

Historical context

Ethiopia was an overwhelmingly rural empire of about 30 million people, ruled by Haile Selassie until his deposition on September 12, 1974. Wollo alone had roughly 2.4 million inhabitants, fewer than one million of whom lived in its principal drought zone. The Ethiopian emergency coincided with the wider African drought crisis of the early 1970s and with the October 1973 oil shock, which increased global concern about food, fuel, transport, and fertilizer costs. Most northern households depended on rain-fed mixed farming or pastoralism, with limited roads, storage, public-health coverage, and organized famine relief.

Historical interpretation

The relative weight assigned to food availability, market entitlements, transport, inequality, and imperial policy remains a subject of scholarly analysis.
