African Swine Fever Reaches China

On 3 August 2018, Chinese authorities confirmed African swine fever at a pig farm in Shenbei New Area, Shenyang, Liaoning Province. It was the first recognized outbreak in China. The disease, caused by African swine fever virus, can kill a high proportion of infected domestic pigs but does not infect people. Its food-system danger came instead from animal deaths, compulsory destruction of exposed herds, movement restrictions, and the virus’s ability to persist in contaminated equipment, vehicles, feed environments, and pork products.

The outbreak spread rapidly through a country that produced more pork than any other. Investigations recorded 176 officially reported outbreaks by 21 April 2020, affecting farms, slaughterhouses, and transported pigs across China. Those notifications are direct administrative evidence, not a complete count of every infected farm or animal. Epidemiological analysis associated outbreaks particularly with inadequately treated swill on small farms and with the mechanical movement of contaminated vehicles and people on larger operations.

Pork did not disappear from Chinese diets, but supplies contracted and prices rose sharply. Official statistics show that pork production fell from 54.04 million tonnes in 2018 to 42.55 million tonnes in 2019, a decline of 21.3 percent. The year-end pig inventory fell 27.5 percent. This affected fresh pork and the many processed foods, dumpling fillings, stir-fries, soups, and braised dishes that ordinarily used it, although changes to particular recipes cannot be assumed without household-level evidence. Consumers and food businesses had economic incentives to use more poultry and other proteins; national poultry-meat production increased 12.3 percent in 2019.

China responded through quarantine, herd destruction, transport controls, disinfection, restrictions on untreated food-waste feeding, production subsidies, reserve-meat releases, and increased imports. Pork imports rose dramatically as domestic supply tightened. Meanwhile, fewer pigs required less soybean meal and compound feed, transmitting the shock to international oilseed markets. USDA analysis in 2019 attributed a projected fall in Chinese soybean imports partly to reduced swine-feed demand. The simultaneous trade dispute with the United States, and then COVID-19 in 2020, complicate attempts to assign every trade movement to African swine fever alone.

The crisis accelerated investment in farm biosecurity, safer feed handling, controlled transport, surveillance, and larger integrated supply chains. These measures increased production costs and could burden smallholders disproportionately. Its modern significance lies not in a new food but in exposing how one livestock disease could alter household protein choices, commodity flows, farm structure, and prices across a globally connected industrial food system.

Historical context

China had a population of about 1.4 billion and an exceptionally large pig economy: 2018 statistics recorded approximately 428 million pigs at year’s end and 54.04 million tonnes of pork production. The outbreak unfolded during the 2018–2019 United States–China trade conflict, which was already disturbing soybean and meat commerce. By early 2020, COVID-19 added disruptions to transport, slaughter, consumption, and international trade, making the later phase of the pork crisis harder to isolate statistically.
