Reconstruction
In August 2005, plant inspectors recognized huanglongbing, or citrus greening, in residential citrus in South Florida. The Asian citrus psyllid that transmits the disease had already been recorded in the state in 1998, giving the vector years to become established before the pathogen was detected. By 2008, greening had been identified across most citrus-growing counties, and it eventually became endemic throughout Florida’s commercial citrus region.
HLB is associated in Florida with the phloem-limited bacterium Candidatus Liberibacter asiaticus. Psyllids acquire and transmit it while feeding on new growth. Infection damages fibrous roots, disrupts the movement of carbohydrates and nutrients, thins the canopy, increases premature fruit drop, and shortens a tree’s productive life. Symptoms can remain inconspicuous while infection spreads, making early removal difficult. During this period there was no field-proven cure capable of restoring infected groves to normal production.
The affected foods were chiefly sweet oranges destined for juice, especially Hamlin and Valencia cultivars, along with grapefruit, mandarins, and fresh-market citrus. Symptomatic oranges may be small, asymmetrical, poorly colored, and low in juice. Research found that heavily affected fruit can produce juice with reduced sweetness and characteristic orange flavor and greater bitterness, sourness, astringency, or metallic notes. Processors could dilute limited quantities of affected juice through blending, but declining fruit volume could not be solved inside the processing plant.
Growers responded with repeated insecticide applications, coordinated psyllid suppression, certified disease-free nursery trees, removal of symptomatic trees during the early epidemic, more intensive irrigation and nutrient management, and accelerated replanting. Later adaptations included individual mesh covers for young trees, experimental high-density plantings, new rootstocks and cultivars selected for better performance under HLB pressure, and citrus-under-protective-screen systems that physically exclude psyllids. These measures increased capital, fertilizer, scouting, and pest-control costs without eliminating the disease from open groves.
The transformation was dramatic. Florida harvested about 240 million boxes of oranges in 2003–2004; the 2024–2025 crop was 12.2 million boxes. HLB was the central long-term biological cause, although hurricanes, citrus canker, urban development, declining orange-juice consumption, and weather extremes also contributed. Growers, grove workers, nurseries, packinghouses, and juice processors faced contraction or closure. To sustain American juice supplies, the market relied increasingly on imports, principally from Brazil, Mexico, and Costa Rica. The modern carton of orange juice therefore records more than changing taste: it reflects a persistent plant epidemic that altered farming technology, trade routes, prices, and Florida’s agricultural identity.
Historical context
Florida was simultaneously becoming more populous and less dominant in citrus. Its population rose from 18.8 million in 2010 to about 23.5 million in 2025, increasing pressure on agricultural land. U.S. orange-juice availability was already falling, from roughly 5 gallons per person in 2000–2001 to about 2 gallons in 2022–2023. Brazil had become the pivotal world supplier and was projected to provide about three-quarters of global orange-juice exports in 2024–2025. Florida’s epidemic also unfolded amid repeated hurricanes, including Irma in 2017, Ian in 2022, and Milton in 2024, which compounded losses from disease and made the decline impossible to attribute to a single cause.
