Reconstruction
Between 2010 and 2020, ordering dinner changed from a telephone exchange between one customer and one restaurant into a platform-managed urban system. Smartphones displayed menus, photographs, prices, ratings and estimated arrival times; digital payment removed the cash handoff; and location data connected restaurants, customers and mobile couriers. Shanghai is a defensible anchor for this transition because Ele.me, an important Chinese ordering platform, began around Shanghai Jiao Tong University in 2008 and was already taking web orders near the Minhang campus in 2010.
The system did not globalize a single food. Instead, it made broad sections of restaurant cooking continuously searchable and orderable. A customer selected a meal through an app, the restaurant accepted the digital ticket and prepared the food, and dispatch software assigned a courier according to location, workload and predicted travel time. Cooked dishes and drinks were portioned into disposable containers, bagged and carried by bicycle or electric two-wheeler. This process favored foods able to withstand a journey, but the exact menus varied by city, neighborhood and restaurant; platform delivery should not be equated automatically with fast food or ultra-processed food.
China’s scale made the transformation especially visible. Meituan introduced on-demand food delivery in 2013. Its corporate filing records 637 million food-delivery transactions in 2015, 1.585 billion in 2016 and 4.09 billion in 2017. Such growth depended on dense restaurant districts, widespread mobile internet access and rapidly adopted payment services such as Alipay and WeChat Pay. Comparable combinations of apps, payment infrastructure and flexible courier labor spread through cities elsewhere, making platform delivery a global form even though its companies and operating conditions remained locally distinct.
Platforms expanded restaurants’ potential customer radius and gave consumers access to meals without travel or fixed dining hours. They also reorganized work. Research on Ele.me, Meituan and Baidu Deliveries shows that algorithms influenced assignment, routing, time targets, evaluation and pay. Couriers retained practical knowledge and room for improvisation, but the work could be accessible, piece-rated and precarious. These labor arrangements were therefore part of the technology, not merely an incidental service behind the screen.
Rapid growth produced regulatory and environmental consequences. Shanghai required internet food businesses to display licenses, while platforms acquired duties to verify operators and oversee food-safety information. Disposable boxes, bags, chopsticks and other materials multiplied: one study estimated that Chinese food-delivery packaging waste rose from about 0.2 million metric tons in 2015 to 1.5 million in 2017, though estimates depend on market and material assumptions.
During the COVID-19 disruption of 2020, delivery networks became part of urban food-system adaptation. Evidence from 57 Chinese cities indicates that orders fell during lockdowns but rebounded after reopening, while some restaurants remained connected to consumers through online service. Today’s app-based restaurant, grocery and contactless-delivery systems continue this decade’s central innovation: coordinating food choice, payment, preparation and last-mile transport through one digital interface.
Historical context
Shanghai was already one of the world’s largest urban concentrations. Its 2010 census counted about 23.02 million permanent residents, including roughly 8.98 million residents originating elsewhere in China; by 2020 its population was approximately 24.87 million. Nationally, mobile connectivity and cashless payment were expanding quickly: by December 2015 China had about 620 million mobile internet users and 358 million mobile online-payment users. Dense settlement, extensive restaurant markets, migrant labor, electric two-wheelers and rapidly improving digital infrastructure created unusually favorable conditions for app-coordinated meal delivery.
