Bugeo is the Korean name commonly used for fully dried pollock, especially Alaska pollock harvested from the cold seas around the Korean Peninsula. It is not one fixed recipe but a preserved ingredient with several related forms. Fish are gutted, cleaned, and hung whole in moving winter air. Repeated freezing at night and thawing by day gradually removes moisture and alters the flesh, producing a porous texture that rehydrates readily. Hwangtae, literally “yellow pollock,” is the prized golden freeze-thawed style; bugeo can refer more generally to dried pollock. Half-dried fish is usually called kodari, while nogari commonly denotes dried young pollock.

Pollock became commercially important during the later Joseon period, but an exact origin in 1700 cannot be demonstrated. Written accounts and administrative records establish a substantial northern and eastern coastal fishery by late Joseon, while stories assigning the fish’s Korean name to a particular seventeenth-century individual are better treated as naming legends. Drying answered a practical problem: fresh fish spoiled quickly, whereas a lightweight dried product could be stored, transported inland, and sold beyond the fishing season. Cold, windy conditions along the northeastern coast favored natural drying, though the specialized hwangtae industry now associated with Gangwon is substantially more recent than the date assigned here.

Preparation begins on shore. Fish are commonly cleaned and hung from wooden frames or lines for weeks or months. Weather determines the result: excessive warmth encourages spoilage, insufficient wind slows drying, and harsh exposure can darken or damage the flesh. Proper freeze-thaw cycles open the muscle structure and create hwangtae’s characteristic soft fibers. Other dried grades can be harder and are beaten before cooking. Modern processors may use controlled drying, but outdoor deokjang drying yards remain an important emblem of the craft.

At the table, dried pollock is torn or pounded into strips, grilled with seasoning, dressed as a banchan, or simmered in bugeoguk. The soup usually combines rehydrated fish with water or stock and may include radish, garlic, sesame oil, egg, tofu, or scallion. Recipes vary by household and region. Its mild broth and easily separated protein have made it a customary restorative meal and a widely recognized haejangguk, or food eaten after drinking. Whole dried pollock also appears in household rites and protective or auspicious displays, uses extending beyond ordinary nutrition.

The food’s modern geography reflects environmental change. Pollock catches in South Korean waters collapsed during the late twentieth century under the combined pressures of heavy fishing and warmer seas. Much pollock processed in Korea is consequently imported, often from the Russian North Pacific. Bugeo therefore survives as a familiar Korean preserved food even as its raw material increasingly comes through industrial cold chains rather than the coastal fishery that first sustained it.

Historical context

Joseon Korea was an agrarian kingdom of perhaps 12–18 million people, governed through a centralized bureaucracy and connected by tribute, market, and coastal shipping networks. Most travel and freight still depended on human labor, pack animals, boats, and carts. Without mechanical refrigeration, salting, fermentation, and winter air-drying were essential for moving marine foods from seasonal coastal fisheries to inland towns. The colder waters off Hamgyong and the northeastern coast supported large pollock fisheries, although their scale and precise organization around 1700 remain imperfectly documented.
