Belacan and terasi are closely related Southeast Asian shrimp pastes rather than one completely standardized dish. Belacan is especially associated with Malay cooking, while terasi is widespread in Indonesia. Both transform small shrimp or other tiny crustaceans into a salty, fermented seasoning with a concentrated marine aroma and deep savory taste. Recipes, names, color, moisture, and strength vary substantially by locality and producer.

Their emergence answered a practical coastal problem. Small crustaceans spoil rapidly in tropical heat and may be landed in quantities too large for immediate consumption. Mixing them with abundant salt suppresses many spoilage organisms while permitting salt-tolerant fermentation and enzymatic breakdown. Producers traditionally wash and drain the catch, combine it with salt, and allow it to ferment. The material may then be ground or pounded, compressed, sun-dried, reshaped, and fermented again. Some pastes remain soft; others become firm blocks that can be stored and traded. Exact historical procedures cannot be recovered from a name alone.

Early tenth-century Old Javanese written evidence is often interpreted as mentioning trasi, making shrimp paste a plausible feature of medieval Javanese food exchange. That evidence supports antiquity but does not establish that a modern terasi recipe existed unchanged in precisely 900 CE. Nor does it directly document belacan under its later Malay name. Archaeological confirmation is difficult because paste itself rarely survives, and ordinary processing installations can be hard to distinguish from other activities.

In cooking, the paste is generally used as a condiment rather than eaten in large portions. A fragment may be toasted, fried, or roasted to alter its aroma, then pounded with chillies, shallots, garlic, citrus, sugar, or other ingredients. It seasons sambals, vegetable preparations, rice dishes, soups, and sauces. Chillies entered Southeast Asian cooking only after the Columbian exchange, so chilli-rich sambal belacan and sambal terasi are later forms, not medieval preparations. Earlier cooks could have combined fermented paste with locally available sour fruits, aromatics, pepper, ginger-family plants, or other pungent ingredients, although particular combinations are reconstructed rather than directly recorded.

Shrimp paste mattered because it concentrated flavor, preserved seasonal catches, and connected fishing communities with inland consumers through market networks. It also supplied protein and minerals in small amounts, though its culinary serving is usually only a few grams and its salt content can be extremely high. Modern products range from village-made blocks dried outdoors to factory-packed pastes with controlled processing, labels, and added sugar or fillers. Despite those changes, the essential strategy remains recognizable: salt, fermentation, drying, and time turn fragile coastal abundance into a portable foundation of regional taste.

Historical context

Java and Sumatra supported powerful, trade-oriented societies linked to ports around the Java Sea, Strait of Malacca, and wider Indian Ocean. Ships carried ceramics, metals, textiles, aromatics, and foodstuffs across hundreds or thousands of kilometres. Wet-rice agriculture sustained dense settlements in favorable regions, while coastal communities exploited fish and crustaceans. Salt production, fermentation, and sun-drying were vital technologies in a hot climate without mechanical refrigeration. Early tenth-century Java was governed by inscription-producing courts, but surviving texts illuminate taxation and commodities more readily than everyday recipes.
