Reconstruction
The North Korean famine known domestically as the “Arduous March” emerged from a systemic crisis rather than a single failed harvest. North Korea’s intensive agriculture depended on imported fuel, fertilizer, machinery, and spare parts, much of it formerly obtained through preferential trade with the Soviet bloc. The Soviet Union’s dissolution in 1991 accelerated economic contraction and reduced the country’s ability to produce or import food. Contemporaneous FAO and WFP investigators concluded that the severe floods of 1995 and 1996 made an already deteriorating food supply much worse; drought in 1997 further damaged production.
Rice and maize were the central ration grains. Even before the crisis, ordinary consumers commonly received more maize than rice through the state Public Distribution System. As harvests, imports, industrial output, and transport declined, that system ceased operating regularly in many districts. Urban industrial workers without farmland or reliable market income were especially exposed, although hardship varied by occupation, region, political access, and family connections. Mortality cannot be counted securely because representative records remain unavailable. One influential demographic analysis estimated 600,000 to one million famine-related deaths during 1995–2000, but other reconstructions differ substantially.
Families stretched grain into thin porridges and turned to small household plots, relatives in farming districts, barter, gathering, and informal trade. Contemporary missions directly reported consumption of wild herbs, plants, berries, and maize harvested prematurely while still green. Refugee testimony and later scholarship describe “green porridge” made by grinding leaves or grasses with a little grain, as well as mixtures containing roots, twigs, or inner bark. Such reports establish the use of famine foods, but not one uniform recipe or their frequency throughout the country. Prematurely eating maize relieved immediate hunger while reducing the mature grain available for the next season.
International assistance began on a significant scale after North Korea appealed for help in 1995. WFP distributed rice and other cereals, while supplementary feeding supplied products including fortified corn-soya blend to young children. Food-for-work programs linked rations to repairing embankments, irrigation works, roads, and flood-damaged fields. A 1998 survey of accessible areas found approximately 16 percent of surveyed children under seven wasted and about 62–63 percent stunted, evidence of acute and prolonged deprivation. The exclusion of inaccessible counties limits national interpretation.
The famine permanently altered North Korea’s food economy. Households, local institutions, and traders developed barter and market networks outside the failing plan, contributing to the growth of the jangmadang markets in which women became prominent traders. Cross-border exchange and migration increased, while the state promoted double cropping and, after the acute crisis, expanded potato cultivation. Although large-scale famine mortality subsided, chronic shortages and unequal access persisted. Its enduring food-history lesson is that harvest loss became catastrophic when combined with import dependence, economic collapse, restricted information, and a distribution system unable to protect vulnerable consumers.
Historical context
North Korea was a largely urban and industrial society of roughly 21–23 million people, yet only about one-fifth of its land was considered cultivable. The Soviet Union had dissolved in December 1991, ending much preferential trade, while China was moving toward market-priced exchange. Kim Il Sung died on July 8, 1994, and Kim Jong Il consolidated power during the emergency. Agriculture remained highly dependent on irrigation, machinery, chemical fertilizer, and energy at precisely the moment that fuel and industrial supplies were collapsing. WFP established an office in Pyongyang in November 1995, marking the beginning of an unusually large but tightly constrained international relief operation.
