Reconstruction
The Great Drought began when Ceará’s 1877 rainy season largely failed. Streams and lagoons dried, subsistence fields were devastated, and cattle weakened or died for lack of water and pasture. The crisis continued through 1879, with severe effects lingering into early 1880 in some contemporary accounts. Modern climate research places northeastern Brazil within a wider sequence of droughts associated with extraordinary ocean conditions, including the powerful 1877–1878 El Niño. Climate initiated the harvest failure, but poverty, limited water storage, unequal access to resources, and inadequate administration turned it into famine.
Ordinary rural food security depended heavily on cassava, maize, beans, rice, livestock, and locally gathered resources. As fields and herds disappeared, families consumed reserves, sold possessions, and abandoned farms. Documentary and literary evidence describes increasingly desperate substitutes: wild roots, seeds, birds, animal hides, and the starch of mucunã, a plant remembered as a famine food. Mucunã roots were reportedly grated and washed repeatedly to remove colored or bitter compounds; the settled starch could then be dried for flour or cooked as porridge. This preparation is documented retrospectively and should not be assumed to have made every batch safe. Spoiled provisions and poorly processed plants contributed to gastrointestinal illness and suspected poisoning.
Government relief commissions and private donors purchased or supplied cassava flour, maize, rice, beans, charque, fresh meat, salt cod, lard, biscuits, and sugar. In the temporary abarracamentos around Fortaleza, surviving administrative records describe two daily meals constructed from maize, rice, sugar, flour, beans, and meat. Infirmary diets could include rice canja, meat broth, bread, coffee, tea, and fresh or dried meat. Delivery was irregular, however. Contemporary critics reported delay, diversion, corruption, insufficient rations, and consignments spoiled during storage or transport. Officials also tied assistance to public works, treating employment as preferable to unconditional relief.
Hundreds of thousands of retirantes left the interior for Fortaleza, Aracati, other provinces, or Amazonian rubber districts. Fortaleza’s normal population was overwhelmed by the influx. Crowded shelters, unsafe water, malnutrition, diarrhea, fevers, beriberi, and especially smallpox produced catastrophic mortality. Registers confirm an extraordinary surge in deaths during 1878, although incomplete burials, inconsistent geographic boundaries, and overlapping estimates make a single total death toll indefensible.
The disaster changed Brazilian thinking about drought. It encouraged scientific surveys, reservoirs, transport projects, organized relief, and later federal drought institutions, while also establishing migration as a recurring survival strategy. Cassava flour, beans, maize, dried meat, and canja remain familiar foods, but their presence today reflects much older Brazilian and Atlantic food traditions—not a direct culinary legacy of the famine. The enduring connection is instead the lesson that food security depends on storage, transport, public health, and equitable relief as much as rainfall.
Historical context
Brazil was an empire ruled by Pedro II, and slavery remained legal until 1888. The 1872 imperial census counted about 9.93 million inhabitants, including roughly 1.5 million enslaved people. Ceará had about 722,000 inhabitants, while the municipality of Fortaleza counted about 42,500. During the drought, reported arrivals of tens of thousands of retirantes rapidly exceeded the capital’s capacity for shelter, sanitation, water, and food distribution. The Brazilian crisis coincided with severe drought and famine across parts of Asia and Africa during the globally exceptional climate conditions of 1876–1878.
