Reconstruction
In 1972–1973, the enormous Peruvian anchoveta fishery entered a collapse that exposed the vulnerability of an industrial food system built around one small fish. The cold, nutrient-rich Humboldt Current supported immense schools of anchoveta, Engraulis ringens. By 1962, Peru had become the world’s leading fishing nation, and catches reached extraordinary levels around 1970–1971. Published statistical series differ in their exact totals, but all show the same precipitous decline: a contemporary United States fisheries report recorded catches falling from a 1970 high of more than 12 million metric tons to 4.4 million in 1972 and 1.8 million in 1973.
Most anchoveta did not appear on Peruvian dinner tables. Purse-seine fleets surrounded dense schools and delivered them to coastal reduction plants, where the fish were converted into protein-rich fishmeal and fish oil. Fishmeal entered compound feeds for poultry, pigs, and farmed fish, allowing a Peruvian marine resource to support meat and aquaculture production abroad. Chimbote, the industry’s leading port, had approximately thirty fishmeal factories and around 200,000 inhabitants by 1970, after growing from a small fishing settlement into a polluted industrial boomtown.
The causes were interacting rather than simple. Heavy catches and excessive fleet and factory capacity had reduced resilience, while the 1972–1973 El Niño brought warmer conditions, restricted productive upwelling, altered anchoveta distribution, and impaired recruitment. Later ecological research complicates the traditional account: anchoveta recruitment was already failing in 1971, and a broader shift toward a sardine-dominated ecosystem had begun around 1968–1970. El Niño clearly aggravated the emergency, but whether that single event should be called a primary cause remains disputed among scientific interpretations.
The food-system effects traveled far beyond Peru. Fishmeal output fell from about 2.25 million metric tons in 1970 to roughly 897,000 in 1972. Inventories initially concealed the shortage, but by September 1973 European fishmeal prices had risen from about US$180 to US$450 per metric ton. Soybean meal and other high-protein feeds were also scarce, making reformulation difficult and adding pressure to poultry and aquaculture costs. In Peru, idle boats and factories brought unemployment, indebtedness, and labor conflict.
On May 7, 1973, Peru’s military government expropriated the industrial fleet and fishmeal factories and created the state enterprise Pesca Perú. It inherited extensive debt, excess capacity, and a depleted resource, then closed plants and reduced its workforce. Sardines subsequently supported a new canning boom, while the anchoveta fishery recovered only gradually. The collapse became a lasting warning: efficient harvesting and global demand can overwhelm a fluctuating marine population unless catch limits, closures, scientific monitoring, and processing capacity adjust rapidly to ecological conditions.
Historical context
Industrial livestock and poultry production linked distant ecosystems through international feed markets. Peru’s anchoveta catch had recently represented a remarkable share of global marine landings, while fishmeal from ports such as Chimbote was shipped across Cold War political boundaries. Chimbote itself had grown from roughly 4,000 inhabitants in the early 1940s to about 200,000 by 1970, with thirty fishmeal plants and hundreds of vessels around Ferrol Bay. Peru was governed by the Revolutionary Government of the Armed Forces under General Juan Velasco Alvarado, which pursued nationalization and state-directed development. The fisheries crisis also coincided with grain and soybean-market disruptions, amplifying the worldwide shortage of concentrated animal-feed protein.
