Tigray Famine-Like Conditions

In 2021, the northern Ethiopian region of Tigray moved from war into an extreme food emergency. Fighting had begun in November 2020, near the end of the main meher harvest. Combat, displacement, looting and destruction stripped many households of stored grain, livestock, plough oxen, seed and tools. From mid-2021, severe restrictions on electricity, telecommunications, banking, fuel and transport compounded inadequate humanitarian access. This was therefore not a simple crop failure: damaged production coincided with collapsing incomes, broken markets and interrupted relief.

An Integrated Food Security Phase Classification analysis estimated that more than 350,000 people in Tigray were experiencing household-level IPC Phase 5 Catastrophe in May–June 2021, rising to roughly 400,000 in the July–September projection. Millions more across Tigray and adjoining parts of Afar and Amhara were in Crisis or Emergency. The independent Famine Review Committee judged those findings plausible but concluded that available evidence did not support an area-level Famine classification. It nevertheless identified a medium-to-high risk of famine under several scenarios.

Food deprivation appeared in both quantity and diversity. A World Food Programme assessment conducted around the November 2021 harvest classified 83 percent of Tigray's surveyed population as food insecure. Cereals remained the dietary foundation, but more than four in five households had inadequate diets. Meat, vegetables and fruit were eaten, on average, less than once a week, while imported or factory-processed rice, sugar and vegetable oil became increasingly expensive. Legume cultivation was also unusually scarce in a 161-plot field study, narrowing access to pulse-based foods as well as animal-source nutrients.

Spot something wrong in this reconstruction?

Households responded by reducing portions, eating monotonous or undesired foods, borrowing and relying on gifts. Farmers exchanged seed locally, shared surviving oxen, used manure and block rotation, and shifted planting toward crops suited to delayed sowing. Teff could still be planted relatively late, while some farmers prioritized quickly usable maize. Researchers also identified roots, tubers, cactus fruit and cooked cactus pads as potential resources within the regional farming system, although their study does not establish how widely each was consumed during the crisis. These adaptations preserved some production but could not replace lost harvests, markets and assistance.

The episode demonstrates how modern famine-like conditions can emerge through interacting failures of production, purchasing power, transport, public services and humanitarian access. Children, pregnant and breastfeeding women, displaced families, farmers deprived of assets and urban households without cash were especially exposed. The November 2022 cessation-of-hostilities agreement ended major fighting, but depleted seed stocks, livestock losses, debt, malnutrition and damaged infrastructure created consequences that could not be reversed by a single harvest.

Historical context

Tigray had roughly 5.5–6 million residents, most living in rural communities dependent on smallholder agriculture. In much of the highlands, households cultivated several parcels totaling less than a hectare, using ox-drawn ploughs in cereal-based systems shaped by steep elevation and highly seasonal rainfall. The principal growing period normally began around June and lasted about 90–120 days, leaving little room to recover from delayed ploughing or sowing. The crisis unfolded during the global COVID-19 pandemic and amid conflict elsewhere in northern Ethiopia, while restrictions on communications made even basic measurement of hunger, mortality and harvest conditions unusually difficult.

StrongIPC, WFP and FAO assessments directly document the scale and severity of food insecurity, dietary deterioration, displacement and agricultural disruption, although access limitations reduced geographic coverage.

Food identification

ModerateHousehold surveys directly identify declining consumption of broad food groups such as meat, vegetables and fruit. Field research identifies affected crops, but evidence is insufficient to claim that particular named dishes disappeared throughout Tigray.

Dating

StrongThe most acute documented IPC Phase 5 Catastrophe conditions and corresponding agricultural crisis occurred during 2021–2022. The underlying conflict and harvest disruption began in November 2020.

Preparation method

LimitedResearch documents crop switching, seed exchange and emphasis on cereals or quickly usable crops. Specific household cooking and substitution practices varied and were not comprehensively observed across the region.

Geographic attribution

StrongHumanitarian assessments cover Tigray, while agricultural field observations provide direct but geographically narrower evidence from eastern and southeastern Tigray. Findings from sampled districts should not automatically be generalized to every zone.

Historical interpretation

ModerateConflict-driven destruction, displacement, market failure and restricted access are strongly supported as interacting causes. Attribution of responsibility and the legal characterization of restrictions remain politically disputed, while no area-level IPC Famine classification was confirmed.
