Carthage under Rome

When Roman forces destroyed Punic Carthage in 146 BCE, they eliminated a city but not the advantages of its site: a defensible peninsula, access to Mediterranean shipping, and proximity to productive northern Tunisian farmland. A colonization attempt associated with Gaius Gracchus failed in the 120s BCE. Julius Caesar later proposed another colony, and settlement proceeded under Octavian, the future Augustus, during the 40s BCE. Augustus reinforced the foundation around 29 BCE. Roman Carthage subsequently became the capital of Africa Proconsularis and one of the western empire’s foremost cities.

Food remains provide a more grounded picture than the familiar label “breadbasket of Rome.” Archaeobotanical work at Carthage identified wheat, barley, lentils, grapes, figs, and olives in the city’s broader food-plant assemblage. These finds demonstrate presence, not complete menus or consumption rates. Milling cereals for bread or porridge, boiling lentils, pressing olives, and eating or processing grapes and figs are reasonable reconstructions based on Roman practices and the crops themselves, but the excavated seeds rarely preserve the exact dish once served.

Carthage connected this food economy to the sea. Grain grown in the province could be threshed, cleaned, stored, transported overland to ports, and loaded in sacks or loose bulk aboard freighters. Olive oil and wine were better suited to ceramic amphorae. Regional evidence includes presses, amphora kilns, port installations, and exported containers. Fish were salted or fermented at coastal establishments to make preserved fish and sauces, including garum-type products. However, much of the strongest evidence concerns Africa Proconsularis as a region; it does not prove that every commodity passing through Carthage was produced inside the city or its immediate suburbs.

The provincial grain supply mattered because Rome depended on repeated overseas deliveries to sustain its unusually large population and public distribution system. Carthage served as an administrative, commercial, storage, and transshipment center within that network. Its enlarged harbor facilities and links with other African ports helped move food toward Ostia and onward to Rome. Trade was not simply outward: imported amphorae recovered at Carthage show that this wealthy metropolis was also a consumer within a multidirectional Mediterranean market.

Roman Carthage therefore represents more than agricultural abundance. Its importance lay in coordinating farms, labor, roads, warehouses, containers, merchants, taxation, shipping, and urban demand. Modern North African breads, olive foods, wines, and cured fish should not be treated as unchanged survivals from Roman kitchens. The more defensible legacy is structural: Mediterranean cities have long depended on specialized rural production, durable preservation, standardized containers, ports, and political systems capable of directing food across the sea.

Historical context

Roman rule was turning the Mediterranean into an interconnected political and commercial zone. Carthage lay roughly 600 kilometers across the sea from the approaches to Rome, making maritime shipment far more practical than moving bulky grain comparable distances overland. Rome itself held several hundred thousand inhabitants and may at times have approached one million, creating extraordinary demand for imported food. Northern Tunisia contained humid, sub-humid, and semi-arid zones rather than a uniformly fertile landscape. Its agricultural success depended on favorable districts, established African farming traditions, organized labor, roads, ports, and access to imperial markets—not on the often-repeated but unsupported idea that all Roman North Africa was substantially greener than it is today.

StrongExcavated urban remains, harbor works, storage and commercial infrastructure, ceramics, and regional production installations directly establish Roman Carthage as a major city embedded in Mediterranean trade.

Archaeobotanical

StrongPlant remains from excavated Carthage contexts directly attest cereals, lentils, grapes, figs, and olives, although preservation and sampling are uneven and the remains do not quantify the complete diet.

ModerateAppian and other ancient writers describe the Roman recolonization and African food supply, but their chronology, numbers, and explanations require comparison with inscriptions and archaeology.

Food identification

ModerateSeveral plant foods are securely identified from macroscopic remains. Specific amphora contents and the exact origins of commodities handled at Carthage are not always certain.

Dating

StrongHistorical, epigraphic, numismatic, and archaeological evidence places the effective establishment of Roman Carthage in the 40s to late 20s BCE, with major expansion during the imperial centuries.

Preparation method

LimitedMilling cereals, boiling pulses, pressing olives, fermenting grapes, and salting or fermenting fish are supported regionally and by wider Roman evidence, but individual meals at Carthage are rarely observed directly.

Geographic attribution

StrongThe archaeological city is securely located at modern Carthage in Tunisia, and its role as capital and port of Africa Proconsularis is well established.

Historical interpretation

ProbableCarthage was probably a leading administrative and transshipment hub for African food exports. Calling the city itself the producer or source of all grain, oil, wine, and fish products handled there would overstate the evidence.
