Cloud kitchens did not invent takeaway food, but they reorganized the restaurant around the smartphone. Instead of placing cooks behind a dining room or shop counter, operators concentrated kitchens in industrial units, railway arches, converted warehouses, or modular structures. Customers encountered the business through an app, while couriers—not diners—arrived at the premises. London became an important early demonstration site because it combined dense neighbourhoods, expensive commercial property, established restaurant brands, and a large pool of app users and delivery riders.

Deliveroo launched its British delivery service in 2013, but that date should not be confused with the documented beginning of its delivery-only kitchens. The company’s 2021 registration document states that it had operated such kitchens since 2016; its Editions concept became publicly prominent in 2017. These facilities housed several restaurant partners, each generally controlling its own menu, ingredients, chefs, and recipes while sharing infrastructure such as storage, utilities, dispatch areas, and platform software. By 2020 the UK Competition and Markets Authority recorded approximately sixteen Editions sites and about one hundred participating restaurants across the country.

The foods were not a single new cuisine. They were restaurant dishes—potentially pizza, burgers, curries, noodles, salads, or desserts—re-engineered for ordering, packaging, transport, and delayed consumption. Orders entered digitally, kitchens prepared them without table service, and platform systems coordinated collection by bicycle, scooter, or car. Deliveroo described Editions as a response to restaurants whose dine-in kitchens could not handle growing delivery volume. Moving delivery production off-site allowed a dining-room restaurant to preserve its customer service while extending its brand into neighbourhoods where it had no storefront.

This reorganization also changed the urban presence of food businesses. A single physical facility could contain numerous brands, while one kitchen might support more than one app identity. That flexibility lowered some entry and expansion costs, but it complicated planning, visibility, and accountability. London councils and residents raised concerns about odour, extraction equipment, noise, traffic, and concentrations of waiting couriers. Parliamentary evidence in 2018 explicitly noted that the older assumption—one restaurant corresponding to one kitchen—no longer reliably described the digital marketplace.

COVID-19 accelerated rather than created the model. On March 20, 2020, the British government ordered restaurants to close for on-site consumption while allowing takeaway and delivery. Initial disruption was severe, but many businesses subsequently reopened for off-premise trade. Cloud kitchens offered infrastructure already designed for that separation. Their lasting legacy is a restaurant system in which menu design, kitchen location, branding, customer contact, and dining place can be independently organized. The result is not inherently ultra-processed food; it is a platform-mediated method of producing and distributing prepared meals.

On March 20, 2020, the UK government announced the closure of restaurants for on-site dining as a COVID-19 measure, although takeaway and delivery remained permitted.
