Reconstruction
At the beginning of the twenty-first century, Europe’s food system already moved ingredients and finished products through long, branching supply chains. A contaminated spice, oil, egg product, or seed could enter many recipes and reach several countries before anyone recognized the hazard. The practical problem was not simply detecting unsafe food. Authorities and businesses also had to determine which lots were affected, where they had gone, and which similar-looking products could remain on sale.
The European Union’s General Food Law, Regulation (EC) No 178/2002, provided the central legal framework. Its traceability provisions, applicable from 1 January 2005, required operators to identify their immediate suppliers and business customers and to make that information available to authorities. Unsafe food that had left an operator’s control had to be withdrawn, with consumers informed and products recalled when necessary. The regulation was technologically neutral: it required effective systems and procedures, not specifically computers, barcodes, or electronic records.
In practice, lot marks, commercial documents, barcodes, warehouse-management software, and linked databases increasingly performed the work. A production lot connected raw-material deliveries with processing runs, packaging dates, storage locations, and customer shipments. When records were complete, investigators could trace backward toward a suspect ingredient and forward toward factories, wholesalers, retailers, caterers, or importing countries. Finer lot divisions and accurate records could reduce the quantity removed, although mixing ingredients from multiple batches often widened a recall. Research and simulated recalls showed that data quality, batch structure, and cooperation between firms mattered as much as the presence of digital equipment.
EU-wide information exchange developed alongside company systems. The Rapid Alert System for Food and Feed, created in 1979, received a formal legal basis in 2002 and shifted over time from phone, telex, fax, and email toward networked digital communication. TRACES handled information associated with traded animals and goods, while the 2019 IMSOC Regulation integrated systems including RASFF, TRACES, and administrative-cooperation tools. These networks enabled authorities to circulate hazard, product, lot, origin, distribution, and control information across borders.
The result was not perfect end-to-end visibility. The basic legal rule usually provided one-step-back and one-step-forward traceability, and incomplete records or ingredient mixing could still produce broad withdrawals. Nevertheless, incidents involving fenugreek seeds, undeclared horsemeat, contaminated eggs, and ethylene-oxide residues demonstrated how records and databases could map complex distribution networks. Modern recalls retain this legacy: codes on packages and electronic supply-chain records can separate implicated lots from unaffected food, support faster public warnings, and reveal how deeply industrial foods depend on shared ingredients and cross-border information.
Historical context
The EU was becoming a larger and more integrated food market. Ten countries joined on 1 May 2004, Bulgaria and Romania followed in 2007, and Croatia joined in 2013. The territory of the post-Brexit EU-27 had about 447.7 million residents on 1 January 2020. Supermarket distribution, container transport, enterprise databases, barcodes, and expanding internet access allowed ingredients to cross several borders before reaching consumers. RASFF recorded more than 3,000 notifications in 2002 and 3,862 original notifications in 2020, including 1,398 alerts requiring rapid action.
