Reconstruction
Chang’an became the Western Han capital in 202 BCE, when the new dynasty established its court in the fertile but strategically enclosed Guanzhong Basin. Over the following two centuries, palace compounds, government offices, markets, roads, canals and residential districts transformed it into the administrative center of a vast empire. The city concentrated officials, soldiers, laborers, aristocratic households and imperial dependents whose consumption could not be sustained casually. Supplying food was therefore an essential exercise of government, not merely a matter of private trade.
The strongest local evidence concerns grain. Archaeobotanical research at Western Han cemeteries and mausoleums around the capital has identified foxtail millet and broomcorn millet as especially important. Rice, barley, soybeans, adzuki beans, hemp and other plants also occur, while wheat appears much less frequently in sampled burial granaries. At Emperor Jing’s Yangling mausoleum, carbonized deposits included both millets, rice and probable cultivated chenopod. These remains are funerary provisions rather than an inventory of every urban meal, but they support the conclusion that the capital region still relied primarily on millet-based agriculture. Hulling, grinding, boiling and steaming are reasonable reconstructions from broader Han evidence, although no complete everyday Chang’an recipe collection survives.
Feeding the capital connected farms to institutions. Grain collected through taxation entered networks of state granaries and could return to society as official salaries, military or labor rations, gifts, feast provisions and emergency relief. Excavated statutes and administrative documents from the wider Qin-Han world show detailed accounting rules, but they also reveal gaps between legal standards and actual distribution. Access was hierarchical: rank affected the quantity and quality of food received, while lower officials, soldiers, convicts and disaster victims depended more heavily on regulated allocations. Markets and transport by road and water supplemented this system, moving food from the metropolitan hinterland and, when necessary, more distant regions.
Chang’an’s western connections expanded markedly after second-century-BCE diplomacy and warfare brought the Han court into sustained contact with the Hexi Corridor and Central Asia. Yet the local evidence warns against imagining every table as a cosmopolitan Silk Road banquet. Ordinary sustenance remained regional. One exceptional find from Yangling has been chemically identified as tea, probably brought from a warmer southern growing region, although whether it served as a drink, medicine, food or offering is uncertain.
Chang’an demonstrates how an ancient capital converted food into political power. Granaries supported armies and officials, court provisions displayed hierarchy, and transport infrastructure made concentrated urban life possible. Modern Xi’an is famous for wheat foods, but Western Han evidence reveals an earlier millet-centered landscape. That contrast records a major long-term transformation in northern Chinese agriculture and cuisine rather than an unchanged culinary tradition.
Historical context
The Western Han governed an empire whose register of 2 CE recorded roughly 58–60 million people, although such figures counted registered subjects rather than a complete modern census. Chang’an County itself was credited with about 246,000 registered residents, while the larger capital region contained several populous mausoleum towns. The walled city occupied approximately 36 square kilometers, much of it dominated by palaces. Augustus ruled Rome during Chang’an’s late Western Han flourishing. Han armies and envoys contested the Xiongnu and developed corridors through Gansu toward Central Asia, while iron tools, irrigation works, canals and state-managed grain stores supported intensive agriculture and large-scale urban consumption.

Archaeological
StrongExcavated city walls, gates, palace foundations, markets, waterworks, roads, tombs and mausoleum complexes directly establish the scale and institutional character of Western Han Chang’an.
Archaeobotanical
StrongMacrobotanical remains, phytoliths and starch evidence from Yangling, Longzaocun and other capital-region burials directly identify foxtail millet, broomcorn millet and a wider crop assemblage. Their funerary contexts do not provide a complete census of urban consumption.
Residue chemical
ModerateCaffeine, theanine and calcium phytolith evidence supports identification of Camellia remains at Yangling. The archaeological material establishes the plant's presence, but its precise preparation and function remain uncertain.
Written sources
StrongReceived histories, legal statutes and excavated administrative records document grain taxation, storage, salaries, rations, relief, markets and state redistribution. Prescriptive rules cannot automatically be treated as evidence that policy was consistently implemented.
Iconographic
ModeratePottery granary models, animal figures and other funerary representations illuminate storage, farming and provisioning ideals, but they are symbolic burial goods rather than direct observations of ordinary meals.
Recipe evidence
LimitedNo comprehensive recipe corpus from Chang’an survives. Recipes and food inventories from other Han contexts can supply comparisons but cannot be transferred uncritically to the capital.
Food identification
StrongThe identification of foxtail and broomcorn millet is supported by multiple botanical methods. Rice and several pulses are also directly attested, whereas their relative dietary importance is less certain.

StrongThe capital's Western Han chronology is established through transmitted histories, inscriptions, stratigraphy, imperial reign dates and dated mausoleum contexts.
Preparation method
ProbableHulling, grinding, boiling and steaming are consistent with Han tools and wider textual and archaeological evidence, but the exact preparation of the capital-region botanical deposits was not directly preserved.
Geographic attribution
ModerateThe evidence derives from the walled capital and its wider metropolitan and mausoleum landscape. Finds from nearby Yangling and Longzaocun characterize the capital region but are not deposits from ordinary houses inside the city walls.
