By the middle of the Heian period, fermented fish belonged to the fiscal geography of the Japanese court. The Engishiki, an administrative compilation completed in 927, records sushi among products associated with provincial obligations and court provisioning. Earlier eighth-century wooden labels from the Nara capital also document sushi sent from Wakasa. These sources establish that processed fish traveled to elite centers, but they do not rank narezushi as one of the “most valued” foods, nor do they supply a complete recipe for the product eaten around 1050.
The standard reconstruction is fish preserved by salt and fermentation with cooked grain. Fish were cleaned and salted, then packed with cooked rice under pressure and left for lactic-acid-producing microbes to sour the mixture. Salt suppressed many spoilage organisms; accumulating acids helped stabilize the fish and created an intense sour aroma and taste. In fully matured forms, fermentation could soften flesh and bones while the rice deteriorated into a paste. The often-repeated claim that diners discarded the rice is credible for later hon-nare traditions, including funazushi, but it is not directly stated in the Engishiki.
The tax listings matter because they reveal preservation as infrastructure. Without refrigeration, coastal and freshwater catches had to be salted, dried, fermented, or moved quickly. A durable fish product could cross from producing districts to the capital and serve as an assessed regional specialty. Yet “narezushi” was not necessarily one standardized dish: texts name sushi made from several aquatic animals, and local methods likely differed. Even the ancient duration—months or years—remains an inference drawn from later practice and continental recipe comparisons rather than a measured Heian prescription.
Ōmi Province, around Lake Biwa, became especially associated with funazushi, made from crucian carp, salt, and rice. Modern Shiga producers commonly salt whole fish, repack them with cooked rice, weight the vessel, and mature it for many months. This is a living representative of long-fermented sushi, not an unchanged medieval artifact. Food historian Terutoshi Hibino argues that important features of today’s funazushi method developed after the seventeenth century. Its continuity is therefore best understood as an evolving regional tradition that preserves an old technological principle.
The broader sushi family changed as cooks shortened fermentation. The term namanare appears in a fifteenth-century diary and is interpreted as partially matured sushi in which rice could also be eaten. During the early modern period, vinegar increasingly supplied immediate sourness, enabling hayazushi, pressed sushi, and eventually Edo-style nigirizushi. Modern sushi thus descends from narezushi through documented changes in souring, timing, service, and the role of rice—not through a single unchanged recipe.
Claims that the technique arrived from Southeast Asia through China remain plausible but unproved. Fermented fish-and-rice traditions occur widely in monsoon Asia, and the sixth-century Chinese Qimin yaoshu provides useful comparisons, yet no direct transmission trail to Japan survives. Narezushi’s defensible significance is clearer: it joined rice cultivation, salt, microbes, transport, and taxation in a preservation system whose transformed descendants still shape Japanese sushi, while funazushi keeps the strongly fermented branch visible today.

Around 1050, Heian-kyō—present-day Kyoto—was an imperial capital of roughly 100,000 inhabitants, although estimates are uncertain. Emperor Go-Reizei reigned while Fujiwara no Yorimichi dominated court government. The Engishiki was already more than a century old but remained an important statement of official procedures and provincial obligations. Court provisioning drew rice, salt, fish, seaweed, and other products from regions linked to the capital by roads, ports, rivers, and Lake Biwa. Refrigeration was unknown, making salting, drying, and fermentation essential for moving perishable catches. Meanwhile, private estates were expanding and the older centralized tax system was increasingly mediated by provincial governors, estate managers, temples, and aristocratic households.
