Reconstruction
Between the mid-1950s and 1970, Peru built an extraction and processing system that transformed a small schooling fish into one of the largest commodity flows in the global food economy. The Peruvian anchoveta, Engraulis ringens, thrives in the cold, nutrient-rich upwelling of the Humboldt Current. Because it feeds low in the marine food web, grows quickly, and forms dense schools near the coast, it could sustain catches unmatched by most other fisheries—provided environmental conditions and fishing pressure remained favorable.
Chimbote became the boom’s most conspicuous center, although vessels and factories operated along much of Peru’s coast. Purse-seine boats encircled anchoveta schools and closed their nets underneath them. Capital, vessels, reduction machinery, and technical experience arrived partly through international networks, including the sale of equipment made surplus by the collapse of California’s sardine industry. Credit and expectations of rapid profits encouraged fleets and factories to expand faster than effective control of their combined capacity.
Most anchoveta were not sold as recognizable fish. Factories reduced whole catches into shelf-stable fishmeal and fish oil. In the standard wet-pressing process, fish were cooked to coagulate protein and release liquids, then pressed. Centrifuges separated oil from the watery press liquor, while the solid press cake was dried and ground into meal. The resulting concentrated protein entered compound feeds for poultry, pigs, and, later, farmed fish; the oil had feed and industrial uses.
The scale was extraordinary. Contemporary FAO assessments called anchoveta the world’s largest single-species fishery by volume. Official landings reached approximately 12.3 million metric tons in 1970, while historical reconstructions that allow for unreported catch place removal above 13 million tons. Fish products supplied roughly one-third of Peru’s export earnings that year, overwhelmingly through anchoveta meal and oil. Consumers abroad therefore encountered the fish indirectly in inexpensive meat and other animal products.
The boom already contained the conditions of crisis. Scientists warned that the stock was near full exploitation, while the industry possessed excessive catching and processing capacity. Aggregate quotas encouraged an “Olympic race” in which every vessel tried to catch as much as possible before closure. In 1972, intense fishing pressure, poor recruitment, ecosystem change, and a strong El Niño combined in a collapse whose precise causal weighting remains debated. The consequences included unemployment, debt, unrest, factory closures, and nationalization of the reduction industry in 1973.
Its legacy extends through modern quota systems, seasonal closures, stock surveys, and vessel controls. Peru also regulates a separate direct-human-consumption fishery for products such as canned and cured anchoveta. Nevertheless, the boom’s most consequential food connection remains indirect: marine protein from Peru helped make intensive livestock and aquaculture production possible while demonstrating the ecological risks hidden inside industrial feed chains.
Historical context
Peru’s population grew from about 10.2 million in 1960 to 13.5 million in 1970, while migration rapidly enlarged coastal industrial cities. Chimbote had been a settlement of roughly 4,000 people in 1940; the 1961 census counted about 60,000–68,000 residents, with additional growth continuing during the fishmeal boom. International demand was being driven by the postwar expansion of intensive poultry and pig production in North America and Europe. Machinery and vessels from California’s declining sardine industry crossed thousands of kilometers to the southeastern Pacific. Politically, Peru entered a military-led reform period after General Juan Velasco Alvarado took power in October 1968, shortly before the fishery reached its maximum scale.
