The First Commercial Tuna Cannery

In 1903, a poor local sardine run confronted the California Fish Company at San Pedro with an industrial problem: a cannery, workers, and cans were available, but the customary fish was not. The firm experimented with several other California species, including albacore. That substitution produced an experimental commercial pack of approximately 700 cases and helped establish the United States tuna-canning industry.

The crucial innovation was not the invention of canning itself. Fish had already been preserved in hermetically sealed containers in Europe, and salmon canneries had operated on the American Pacific coast since the 1860s. San Pedro's contribution was a commercially successful treatment suited to albacore. A later federal industry survey credited company cofounder Albert P. Halfhill with the initiative, while NOAA's historical account emphasizes employee Wilbur Wood's role in perfecting the process. The surviving evidence therefore supports the company and place more securely than an exclusive claim for either individual.

The fish were cooked with steam before final packing. Contemporary retrospectives describe a redwood steam box in which heat transformed the flesh into a creamy-white product and removed some of its natural oil. Workers cleaned the cooked fish, packed the edible meat into cans, and added vegetable oil to improve flavor and appearance. The sealed containers then underwent heat processing to make their contents shelf-stable. Later industrial practice formalized this sequence as butchering, steam precooking, cooling, cleaning into loins, packing with oil or brine and salt, vacuum seaming, retorting, cooling, labeling, and casing.

The first pack did not guarantee immediate acceptance. Tuna was unfamiliar to many American consumers, but shipments to eastern wholesalers reportedly found a stronger market than early local sales. Mild flavor, pale color, portability, and a resemblance to familiar chicken made albacore particularly marketable. By 1914, San Pedro supported a substantial tuna fleet, and World War I further expanded demand for preserved marine protein. Tuna salad, sandwiches, and casseroles subsequently translated the industrial product into inexpensive household meals.

Growth depended on more than cans. Japanese, Croatian, Italian, Portuguese, and other fishing communities supplied labor, maritime knowledge, and evolving capture methods. Refrigerated holds later extended voyages toward Mexico and Central and South America, while purse seines greatly increased fishing capacity. Those developments transformed a response to a short sardine run into a far-reaching food system, but they also contributed to intense exploitation and bycatch problems that later required fishery management and new fishing procedures. Modern canned tuna still follows the essential San Pedro model: precooked fish, cleaned and packed in a sealed container, distributed far from the season and place of capture.

Historical context

Los Angeles had recently passed 100,000 residents and was expanding rapidly toward San Pedro Bay. Congress had selected San Pedro as the federal harbor site in 1897, but the Port of Los Angeles would not be formally established until 1907, and San Pedro would not be annexed to Los Angeles until 1909. Railways, steamships, mechanized canning, and national wholesale networks were allowing perishable regional foods to become standardized commodities sold thousands of kilometers from their source.
