Reconstruction
In the 1880s, the Imperial Japanese Navy faced a medical emergency rooted in an apparently abundant food: polished white rice. Ordinary sailors often consumed diets dominated by rice, which supplied ample carbohydrate but little thiamine, or vitamin B1. Beriberi could cause weakness, nerve damage, heart failure, and death. Navy physician Takaki Kanehiro, trained at St Thomas’ Hospital in London, noticed that officers eating more varied meals suffered less than enlisted men. He concluded—incorrectly in biochemical detail, but productively—that the disease arose from an imbalance between protein and carbohydrate rather than from infection.
The decisive episode occurred well before the card’s 1898 date. On the training ship Ryujo’s 1882–1883 voyage, approximately 169 of 376 men developed beriberi and 25 died. Takaki arranged for the Tsukuba to undertake a comparable voyage in 1884 while serving a more varied, Western-style ration incorporating such foods as meat, bread or biscuits, vegetables, milk products, and other alternatives to an overwhelmingly rice-based diet. Fourteen of 333 men developed beriberi and none died; accounts report that those affected had not consistently eaten the prescribed food. The navy subsequently adopted broader dietary reforms, including rice mixed with barley.
Curry belonged to this larger reform environment, but surviving evidence does not show that Takaki tested curry itself as the cure. Curry recipes were already circulating in Japanese cookbooks from 1872. Navy instructional rules reportedly included curry by 1889, while the clearest surviving institutional recipe appears in the 1908 Kaigun Kappojutsu Sankosho, a cookery manual produced at the Maizuru Naval Corps. It directed cooks to dice beef or chicken, onions, carrots, and potatoes; brown flour in beef fat; add curry powder and stock; simmer the mixture; and serve it over rice with pickles or chutney.
This flour-thickened sauce reflected curry’s passage from South Asia through British imperial cookery and then into Japanese yoshoku, or Western-style food. It was practical for institutional kitchens: cooks could prepare it in quantity, combine relatively modest amounts of meat with vegetables, and serve it with familiar rice. Curry also made unfamiliar ingredients more acceptable. Military catering later helped normalize curries and other Western or Chinese dishes, especially during the twentieth century, although restaurants, cookbooks, domestic cooking, school meals, and food manufacturers were also important channels of diffusion.
Modern Japanese curry commonly uses packaged roux blocks and remains thicker and generally milder than many South Asian curries. Retort-pouch curry, introduced commercially in 1968, made it a shelf-stable convenience food. The Japan Maritime Self-Defense Force now serves distinctive shipboard curries, often on Fridays, but that postwar custom should not be projected securely back onto an alleged weekly Imperial Navy ration in 1898. The defensible legacy is broader: naval dietary reform demonstrated that institutional food policy could prevent deficiency disease, while naval cookery became one strand in curry rice’s transformation into an everyday Japanese meal.

Japan was three decades into the Meiji era and had an estimated population of about 42.9 million in 1898. Rapid industrialization, railway construction, conscription, and a British-influenced naval program were reshaping work, warfare, and diets. Japan had defeated Qing China in 1895 and acquired Taiwan, making military health increasingly important to an expanding empire. Nutritional science was still emerging: vitamins had not yet been defined, and physicians continued to debate whether beriberi was caused by infection, toxins, or diet. Yokosuka was a major naval district and arsenal, but Takaki’s reforms were fleet-wide rather than a single event demonstrably located there.
